Holley 4160 carburetor

Hi, can anybody advise me with regards the throttle return spring fittment arrangement for a Holley 4160. I have fitted the carb as part of my Tiger rebuild, but as the carb came in the box of bits that was the car I am unsure what return springs are required on the Throttle levers.
There appears to be 2 moving levers, clearly one connected to the throttle lever linkage and the vacuum operated secondary throttle plates, not sure about the other lever on the carb that seems not to connect to anything? A picture would be great if anybody has one of a Holley 4160 fitted to a Tiger.

Hi,

Is the other lever that you are talking about on the same side as the throttle linkage or the opposite side. If it is on the opposite side, it could be for the choke. Does this picture help at all:
