Is my rev counter knackered?

My rev counter all of a sudden reads really high. I think it happened after what seemed like the engine momentarily died which is a little worrying it's self. When the ignition is turned on but engine not fired it reads about 4K rpm. The more things I turn on the lower it reads. Full beam on and it reads zero. Pull the green wire out it reads zero which id expect but I still get a reading of 2k when I pull the white of either the ignition switch or ballast. Pull both of and it reads 1k.

Have you tried replacing instrument voltage regulator under dash. Controls fuel, temp & rev counter I think. Often fails after a time. New solid state ones easily available.

It's the only thing I have tried. Fitted it last week.
