Starting problems

Hi Guys,
I posted a question on the general forum re: my starting difficulties, but got no replies or comment.
I think the problem is that on cranking the engine, there is only 5 to 7 volts at the Ballast resistor? Book says there should be min 9volts. Sometimes the engine will start, but often floods
All the ignition system ie, Coil, Ballast resistor, Cap, points, leads etc are new, as is the carb, a Edelbrock 500 and edelbrock manifold. Also battery which shows 12.6 volts
The starter turns the engine over well. What current hould I expect the starter to draw on turning over the engine as a check to see if its the cause of the problem.

I've got a different set up but elec ignition sorted most of my starting problem
