I run a similar setup on a standard 289 but with an 2 -> 4 barrel adaptor plate on the standard cast iron manifold. It doesn't show such problems. Perhaps because it sits slightly higher. Also had this same problem earlier. It's most likely a wrong connection of the water heater hose to the inlet manifold. Happened with a new aftermarket manifold which features swopped connections. Check carefully again and get it fixed promptly. Remember different from air water can not be compresse...

A matter of taste & philosophy but I would recommend an Edelbrock 1404 for a normal 260. Runs out of the box and no need to fool around with float adjustments.
